Hawaiʻi Oceanfront Real Estate: Act 207 & the New Shoreline Strategy

Hawaiʻi’s shoreline challenges do not stop at a property line—and increasingly, neither does the way the State is thinking about them.

In this video, I break down Hawaiʻi Act 207 (SB 2401), the 2026 law establishing a framework for regional shoreline adaptation planning. For owners, buyers and investors considering oceanfront or coastal real estate in Hawaiʻi, this is an important development to understand—but it is equally important to understand what the law does not do.

Act 207 gives the Hawaiʻi Office of Planning and Sustainable Development a planning and coordinating role for potential regional shoreline mitigation districts. Regional planning may consider coastal processes, documented and predicted erosion, sediment systems and the interests of affected property owners, government agencies, businesses and surrounding communities.

Potential adaptation strategies can range from beach and dune restoration and other nature-based approaches to structural measures, elevation or floodproofing, property acquisition, relocation and retreat.

But here’s the distinction that matters:

Being identified within a regional planning area does not automatically approve a seawall or shoreline project. And Act 207 does not automatically impose a special assessment on coastal property owners.

For Hawaiʻi real estate buyers and sellers, this is another reason coastal due diligence should go far beyond the view. Shoreline conditions, erosion history, public access, permitting, insurance, infrastructure and long-term adaptation planning can all become part of the ownership conversation.
